Most organizations have large capital projects that do not conveniently start and end in the same fiscal year making it challenging for finance and the capital project management office to agree on which performance metrics are most important to measure. Is it spending your annual funding each year or is it delivering every capital project on schedule and within budget? Well, of course, it’s both! This presentation will explore the challenges that Las Vegas Valley Water District and Southern Nevada Water Authority (LVVWD-SNWA) and Parsons encountered and how they successfully implemented e-Builder to plan, forecast, manage and communicate both annual financial and project performance targets.

Ryan has developed his project management skill set through over 25 years of work experience related to water infrastructure both in the private sector and in the Engineering Design Division. Ryan has a B.S. in Civil Engineering from the University of Nevada Reno, a M.S. in Civil Engineering from the University of Nevada Las Vegas, and is a registered Professional Civil Engineer in Nevada.

Gina Neilson

Gina is the Program Controls Manager for the Las Vegas Valley Water District and the Southern Nevada Water Authority.  Gina has been with the organization for 29 years and has spent much of her career managing system expansion projects as well as establishing and communicating project management best practices for improved capital and financial planning. Gina is a licensed Professional Engineer in the state of Nevada and a certified Project Management Professional.

Rob McCarthy

Vice President PMIS Lead Parsons

Rob McCarthy leads the Parsons PMIS Solutions team.  He has helped capital owners plan, evaluate, select, and implement digital technologies for the last 20+ years.  Rob earned his Engineering Management and Mechanical Engineering degrees at West Point, served as a Captain in the United States Army Corps of Engineers, and learned information technology from Ross Perot’s accelerated development program at Perot Systems prior to joining Parsons.

Matt Chorpening

Financial Planning, Analysis, & Reporting Manager

Matt Chorpening became the Financial Planning, Analysis, & Reporting Manager for Southern Nevada Water Authority and the Las Vegas Valley Water District in mid-2020 after serving multiple roles in the Finance Department since 2008. Prior to joining the organization, he specialized in financial analyses in various areas, most notably within the real estate sector. He earned a Bachelor of Arts degree in accounting from the University of Northern Iowa.
